I don't think it was ever finished...that, or it was never intended to be finished. The whole thing is a series of jokes and in-references made on the Let's Play forum of SomethingAwful back in 2012.

where did you get the release for this hack? Theres no information online about it and i want to play it.

The Mega Man Fandom Wiki has a link to it.
The reason there's not much information is because it's a game made from commentaries from a numbers of Let's Plays on SomethingAwful from 2012. That, and SomethingAwful paywalls their archived forum posts.

@@KaizenNeko I see. So I assume the hack is never going to be finished. It’s a shame cause this game looked really cool and it just abruptly ends out of nowhere.

@@dvpamvne I don't remember exactly if there was more planned and the programmer just gave up for various reasons, or if it was just a thing thrown together and never intended to be finished in the first place.
One thing is that Mega Man Dongs wasn't a hack. It was a standalone program akin to Mega Man × Street Fighter.
